Balloon OCX is an ActiveX component that lets the programmer create and control visual tooltips (the typical messages that appear when the cursor is passed over) personalized to your tastes.

Some of the features of the tooltips you can create with Balloon OCX are: you can write multiple lines of text, change the aspect (font, size, colour, etc), add controls to the tooltip, get information on its properties (like the scroll controls in Visual Basic), etc.
